Let us begin by being clear- to date, at least, no mayor, governor or police chief has advocated intentionally hiring illegal aliens.
HOWEVER, a disturbing number of police departments, including departments of major cities have dropped or are seeking to drop the requirement that sworn police officers must be United States citizens- either by birth or naturalization.
Some departments are hiring lawful immigrants while others only require that their police officers have been granted employment authorization!
Why on earth should any clear-headed person want to eliminate the requirement that sworn police officers who are empowered to literally make life and death decisions in towns and cities across our country are United States citizens who have an allegiance to the United States?  
How do you do an effective background investigation on an alien whose true identity may not be knowable because he/she initially entered the United States by evading the inspections process?  While they may have “legal status” that status may be based purely on a presidential edict or whim and not based on existing immigration laws.
The irony that is inescapable is that many mayors and other politicians are calling for tightening up on requirements for the issuance of firearm carry permits and strictly limiting the number of rounds of ammunition that semi-automatic handguns may hold, yet there are cities providing law enforcement jobs to non-citizens, putting powerful firearms in their hands along with badges and uniforms.  These police officers will also have access to law enforcement computers and law enforcement databases.
Today there are millions of aliens who have been granted employment authorization simply because USCIS (United States Citizenship and Immigration Services) acting on the executive orders of the administration have granted, heretofore illegal aliens who evaded the inspections process to enter the United States, in the first place, with temporary lawful status and employment authorization.  Often the applications filed by these illegal aliens were adjudicated without so much as a face-to-face interview and no background field investigation.

There would be no way of interviewing these millions of aliens in person and no way to conduct field investigations to substantiate the claims that they would make in their applications.  Here is what our officials will not be able to confirm:
1.  The true names of these aliens
2.  The true nationalities of these aliens
3.  The possible affiliation that these aliens may have with criminal or terrorist organizations 
4.  When, where or how they actually entered the United States.

The obvious question- “What could possibly go wrong?”

The second obvious question- ”Why on earth would our leaders sell out America and Americans in so obvious and devastating manner?”
We are supposed to be a “Country of Laws” yet there is no legal justification for the DACA (Deferred Action- Childhood Arrival) program, also known as the “DREAMERS.”  To qualify for this program an alien must be no older than 31 years of age and must claim to have entered the United States before his/her 15th birthday.  With no in-person interview or field investigation how on earth can anyone be certain if such an illegal alien actually entered the United States 16 years ago or 16 days ago, by evading the inspections process conducted at ports of entry by CBP (Customs and Border Protection) to, in part, prevent the entry of fugitives, transnational criminals, international terrorists, human rights violators, war criminals or spies? 
Perhaps part of the problem stems from the cavalier way that political leaders from both the Democratic and Republican Parties minimize the true significance of America’s borders and immigration laws.  Leaders from both parties, even most of those who seek to appear “tough” quickly say that once we supposedly secure the border that is supposed to separate the United States from Mexico that we should then enact a massive amnesty program for unknown millions of illegal aliens who evaded the inspections process. 
They blithely ignore the fact that there are many components to the immigration system- and just about every component is dysfunctional.

The 9/11 Commission Staff Report on Terrorist Travel detailed numerous examples of instances where terrorists not only made use of visa and immigration benefit fraud to enter the United States but to also embed themselves in the United States-  here is an excerpt that addresses this issue:

Although there is evidence that some land and sea border entries (of terrorists) without inspection occurred, these (terrorist) conspirators mainly subverted the legal entry system by entering at airports.4

In doing so, they relied on a wide variety of fraudulent documents, on aliases, and on government corruption. Because terrorist operations were not suicide missions in the early to mid-1990s, once in the United States terrorists and their supporters tried to get legal immigration status that would permit them to remain here, primarily by committing serial, or repeated, immigration fraud, by claiming political asylum, and by marrying Americans. Many of these tactics would remain largely unchanged and undetected throughout the 1990s and up to the 9/11 attack.

Thus, abuse of the immigration system and a lack of interior immigration enforcement were unwittingly working together to support terrorist activity. It would remain largely unknown, since no agency of the United States government analyzed terrorist travel patterns until after 9/11. This lack of attention meant that critical opportunities to disrupt terrorist travel and, therefore, deadly terrorist operations were missed.


Last year California Congressman attempted to get a bill enacted known as the “Enlist Act” that would have enabled illegal aliens to be granted a pathway to lawful status and possibly United States citizenship if they join our military.  He probably did not get the memo to read the 9/11 Commission Report or the The 9/11 Commission Staff Report on Terrorist Travel. But then, it would appear that nearly every member of Congress, with a few notable exceptions, failed to get that memo as well.

On May 20, 2014 the Wall Street Journal published a report that shows that Denham has company in his quest for political gain at the expense of national security:

Fortunately that wrong-headed bill failed, but what message did it send to aspiring illegal aliens around the world- including to terrorists probing for the proverbial “soft underbelly”- vulnerabilities that they could exploit?  What message did this send to politicians around the country?

To cut to the chase, Denham and those who support the sort of dangerous legislation he concocted and subsequently promoted need to read page 68 of the 9/11 Commission Report. Here is the paragraph they need to pay particular attention to:

The Embassy Bombing- (Page 68 of the 9/11 Commission Report):

As early as December 1993, a team of al Qaeda operatives had begun casing targets in Nairobi for future attacks. It was led by Ali Mohamed, a former Egyptian army officer who had moved to the United States in the mid-1980s, enlisted in the U.S.Army, and became an instructor at Fort Bragg. He had provided guidance and training to extremists at the Farouq mosque in Brooklyn, including some who were subsequently convicted in the February 1993 attack on the World Trade Center. The casing team also included a computer expert whose write-ups were reviewed by al Qaeda leaders.

It is not just this one case, think about the Fort Hood shooting carried out by Major Nidal Hasan. Consider the consequences of having our military and law enforcement officials train the elite members of Mexican law enforcement agencies and the Mexican military to attempt to have them assist in combatting the drug cartels in Mexico only to watch these individuals form their own cartel- arguably the most pernicious and violent of all of the cartels in Mexico known as “Los Zetas.”

On October 21, 2011 ABC News posted this report:

“FBI Finds Gangs Expanding, Even to U.S. Military”

Here is an important excerpt from that report:

While FBI and law enforcement officials do not have estimates on the number of gang members in the military officials have seen gangs in 100 jurisdictions in the U.S. and overseas with 53 different gangs who are in every branch of the military.

“Gang recruitment of active duty military personnel constitutes a significant criminal threat to the U.S. military,” the threat assessment noted. “NGIC [National Gang Intelligence Center] reporting indicates that law enforcement officials in at least 100 jurisdictions have come into contact with, detained, or arrested an active duty or former military gang member within the past three years.”

While certainly not all gang members are aliens, many thousands of gang members are indeed citizens of other countries including Mexico, El Salvador, Guatemala and other countries.

As an INS agent, in the late 1970’s, I worked closely with the NYPD, ATF and ONI (Office of Naval Intelligence)- currently known as NIS (Naval Investigative Service) to track down and arrest aliens, predominantly from the Caribbean, who had used false ID to enter the U.S. Marine Corps to acquire tactical training and firearms training with high-powered weapons. Their goal was to use that traininig and weapons they stole, to carry out a series of extremely violent, commando-style bank robberies in the New York City area. We literally followed a trail of blood and bodies.

It is vital that anyone who undergoes tactical military training and who is given access to our military bases be well screened.

It is important to also note that it is a felony for an illegal alien to possess firearms or ammunition.

Representative Jeff Denham and Speaker of the House of Representatives John Boehner were willing to ignore all of the foregoing, even as new concerns were being raised about Americans who may head off to war in Syria and what they may do when they ultimately return to the United States.

When illegal aliens evade the inspections process they are disingenuously referred to as being undocumented. In point of fact, they are un-inspected. When I was an INS agent the term used by the INS to describe aliens who entered the United States covertly was EWI (Entry Without Inspection).

Aliens who enter without inspection obviously have something to conceal. Perhaps it is a criminal history or an affiliation with a terrorist organization. There is no record of their entry and there is no easy way to determine who they truly are- that is, after all what undocumented means- they lack official identity documents. Therefore there is no easy way to determine their true country of citizenship let alone their true names.

The many failures of our immigration system are evident to everyone.  The fact that there are unknown millions of illegal aliens present in the United States, the fact that aliens who were granted political asylum, lawful immigrant status and even United States citizenship should raise serious concerns about the vetting process that such aliens undergo.  The fact that immigration fraud permeates the immigration benefits program provides clear and unequivocal evidence that the division of USCIS (United States Citizenship and Immigration Services) is incapable of properly screening applications that they adjudicate, thereby enabling terrorists and criminals to enter the United States and embed themselves in communities across our nation.
Immigration fraud was identified by the 9/11 Commission as being a key method of entry and embedding employed by the majority of terrorists identified and investigated by that commission, including other terrorists who did not participate in the terror attacks of 9/11.
It was clear that while border security is unequivocally a vital component of national security, that this involves far more than simply supposedly securing the US/Mexican border.  I have come to think of securing that border as being the equivalent of a wing on an airplane.  Without a wing an airplane most certainly will not fly- however, a wing by itself goes absolutely nowhere!

The 9/11 Commission Staff Report on Terrorist Travel detailed numerous examples of instances where terrorists not only made use of visa and immigration benefit fraud to enter the United States but to also embed themselves in the United States. Page 47 of this report noted:

“Once terrorists had entered the United States, their next challenge was to find a way to remain here. Their primary method was immigration fraud. For example, Yousef and Ajaj concocted bogus political asylum stories when they arrived in the United States. Mahmoud Abouhalima, involved in both the World Trade Center and landmarks plots, received temporary residence under the Seasonal Agricultural Workers (SAW) program, after falsely claiming that he picked beans in Florida.”

It is significant to note that the Seasonal Agricultural Program, also known as the Special Agricultural Program (SAW) were major components of the 1986 Amnesty at that New York’s then Congressman Chuck Schumer was one of that program’s major architects even though there were absolutely no farms in his congressional district when he concocted it.

This paragraph is found on page 98 of the report, under the title “Immigration Benefits:”

“Terrorists in the 1990s, as well as the September 11 hijackers, needed to find a way to stay in or embed themselves in the United States if their operational plans were to come to fruition. As already discussed, this could be accomplished legally by marrying an American citizen, achieving temporary worker status, or applying for asylum after entering. In many cases, the act of filing for an immigration benefit sufficed to permit the alien to remain in the country until the petition was adjudicated. Terrorists were free to conduct surveillance, coordinate operations, obtain and receive funding, go to school and learn English, make contacts in the United States, acquire necessary materials, and execute an attack.”

I want you to stop and imagine what damage could be inflicted by a terrorist or member of a transnational criminal organization who managed to become a police officer.
“Sanctuary Cities” are openly contemptuous of our immigration laws and violate the anti-smuggling provisions of the Immigration and Nationality Act (INA) that include criminal penalties for aiding, abetting, harboring, shielding inducing and encouraging aliens to enter the United States in violation of our immigration laws or to remain thereafter without authority.  The statue being violated is Title 8, U.S.C. § 1324.

On March 26, 2015 Californians for Population Stabilization (CAPS) posted my latest commentary:

The DHS is reported to have released 30,558 aliens who had criminal histories in fiscal year 2014….

This murderer was an apparent gang member yet was granted temporary lawful immigration status and, undoubtedly, employment authorization.
Today our nation and our citizens face a list of challenges and threats- nearly every one of which is being exacerbated by long-standing failures of our nation to secure our borders and enforce our immigration laws.  To be clear, it is not “Anti-Immigrant” to want these two issues to be dealt with effectively.  It is not racist to insist on enforcing those laws either- our immigration laws are utterly, completely and totally blind as to race, religion and ethnicity.
In point of fact, the same immigration laws that mandate the categories of aliens to be kept our of our country and the terms under which aliens should be removed from our country have absolutely nothing to do with race, religion or ethnicity, also provide for the lawful admission of roughly one million lawful immigrants and the naturalization of hundreds of thousands of new citizens each year.
It is therefore a contradiction in terms and thinking to claim that it is “Anti-Immigrant” to support the effective enforcement and administration of our immigration laws   
Finally, this is about making certain that foreign nationals will not become public charges and will not seek or gain employment that will enable them to compete unfairly with American workers thereby displacing Americans similarly employed and/or driving down the wages of such Americans workers.
Let us be clear in our thinking- it is “Pro-Immigrant” to be “Pro-Enforcement!”
Our immigration system is composed of many moving parts and all must be effectively dealt with.  If “a chain is as strong as its weakest link,” the immigration system must be thought of as a chain with extremely weak and even missing links.

The importance of our borders and our immigration laws cannot be overemphasized.  In the war on terror and transnational gangs, they are our first line of defense and our last line of defense. They are equally important to American workers who are facing unfair competition from foreign workers, aided and abetted by the administration and advocates for “Sanctuary Cities” and Comprehensive Immigration Reform,

On April 4, 2014, CAPS (Californians for Population Stabilization) posted my commentary that asks the questions all Americans need to ask their political “representatives.”  My commentary is aptly titled:  “How? Why?”

In his historic speech before the 3rd Army on May 31, 1944, General George S. Patton said, on the strategy of holding a position:

“We’re not holding anything, we’ll let the Hun do that. We are advancing constantly, and we’re not interested in holding onto anything except the enemy.”

Pushing back against Comprehensive Immigration Reform is the same as holding position. The time has come for us to advance by demanding that our borders be made truly secure and our immigration laws be effectively administered and enforced.

Comprehensive Immigration Reform violates all of the findings and recommendations of the 9/11 Commission but no one is willing to even consider how the lack of real border security and the lack of real integrity to the various components of the immigration system imperil national security and public safety.

The findings and recommendations of the 9/11 Commission must be the starting point for any discussion about immigration legislation.  That commission determined that a lack of border security, including the visa process. and fraud in the immigration benefits program, enabled terrorists to enter and embed themselves in the United States, as they went about their deadly preparations.

Immigration is not a single issue but a singular issue that impacts nearly every challenge and threat confronting the United States today!  Simply stated, the immigration laws were enacted to save lives and protect the jobs of American workers.  In point of fact, our borders and our immigration laws are America’s first line of defense and last line of defense against international terrorists and transnational criminals.
It is not “Anti-Immigrant” to be “Pro-American!”

Our armed forces are charged with securing America’s borders externally while the DHS is supposed to secure those same borders from within.  The failures of the DHS to live up to its half of the equation are undermining the efforts, valor and incredible sacrifices of Americas men and women who serve in our military!
If our government’s failures to protect American jobs by securing our nation’s borders and effectively enforcing our immigration laws concerns you or especially if it angers you, I ask you to call your Senators and Congressional “Representative. This is not only your right- it is your obligation! 

All I ask is that you make it clear to our politicians that we are not as dumb as they hope we are!

We live in a perilous world and in a perilous era. The survival of our nation and the lives of our citizens hang in the balance.

This is neither a Conservative issue, nor is it a Liberal issue- simply stated, this is most certainly an AMERICAN issue!

You are either part of the solution or you are a part of the problem!

Democracy is not a spectator sport!
