The Immigration Factor – Naturalized U.S. Citizen Added to FBI’s Most Wanted Terrorists List

Often when I am invited on various radio and television programs, the hosts of those programs want to focus on illegal immigration.  Undoubtedly illegal immigration creates huge problems for the United States.  Aliens who enter the United States without inspection by evading the inspections process conducted at ports of entry are an important component of the many failures of the immigration system.
However, even the supposed legal immigration system is not without huge problems.  There is a lack of integrity to the process by which applications for various immigration benefits are adjudicated.  Fraud permeates the process and as a consequence, national security is often compromised.
I have recently become a contributor to Progressives For Immigration Reform (PFIR).  As the name of the organization implies, they are a politically “Liberal” organization.  It is vital to understand that contrary to the propaganda being spewed by the “open borders immigration anarchists” concerns about the many failures of the immigration system is not limited to those who possess a politically “Conservative” perspective but is an issue that should be of great concern to all Americans irrespective of political orientation.   Immigration is not about “left” or “right” but about right or wrong.

On February 24, 2015 Progressives For Immigration Reform posted my commentary about a naturalized United States citizen who has been placed on the FBI’s “Most Wanted Terrorists List.”  The title of my piece is:

This case illustrates why it would be an act of lunacy to go along with politicians who insist that once the border that is supposed to separate the United States from Mexico is made secure that it would be appropriate to provide unknown millions of aliens who are illegally present in the United States with lawful status and perhaps, even, be placed on the pathway to United States citizenship.
Indeed, the 9/11 Commission was very clear in its findings and recommendations about the way that the adjudications process for visas and immigration benefits enabled terrorists- and not only the terrorists who so viciously attacked our nation on September 11, 2001 but in many other instances, to enter the United States and hide in plain sight (embed themselves) in communities across our nation.
Time and again, since the attacks of 9/11, we have seen instances where failures of the adjudications process at USCIS (United States Citizenship and Immigration Services) provided lawful status ranging from political asylum to lawful immigrant status and even United States citizenship to aliens who were found to be  engaged in terrorism. 
Unfortunately, the case I addressed in my article for Progressives For Immigration Reform is only one of many, many cases wherein immigration fraud and/or visa fraud undermined national security, public safety and a host of other issues.
Yet not one single, solitary political leader from either the Democratic or Republican parties who has called for passage of Comprehensive Immigration Reform has addressed any of the failures of the multi-faceted immigration system other than to talk about the “four border states” and the need to secure the southwest border while blithely ignoring the incontrovertible fact that our nation has 50 border states.  
On November 15th I was honored to join three true leaders in the United States Congress in a panel discussion on immigration- Senator Jeff Sessions and Congressmen Louis Gohmert and John Fleming.  A video of this panel discussion has been posted on the David Horowitz Freedom Center’s website under the title,

The perspectives of these true leaders are well worth listening to.
During my remarks at the panel discussion,  I referenced an Op-Ed I had written for the Washington Times in which I articulated my concerns about the previous attempt to enact Comprehensive Immigration Reform in my Op-Ed that the Washington Times published on June 22, 2007 and that Senator Jeff Sessions of Alabama quoted from, on three separate dates, from the floor of the U.S. during the contentious floor debates.  In my piece I recommended that Comprehensive Immigration Reform be given a more honest and descriptive title, I suggested that it be renamed the “Terrorist Assistance and Facilitation Act!”  

I recommend you review Senator Session’s statement on June 27, 2007 from the floor of the U.S. Senate on the Immigration Bill in which the Senator made reference to my suggested new name to that disastrous legislation in my Washington Times Op-Ed.  His impassioned pleas to his colleagues averted a catastrophe and that legislation was defeated.  However, not unlike Freddy Krueger, Comprehensive Immigration Reform has been brought back to life through the unilateral actions of President Obama and his proposed executive actions.  Furthermore, there are politicians from both parties willing to give this legislative betrayal of America and Americans CPR!

During my remarks I also made note of the excellent documentary produced by the Tea Party Patriots in which Senator Sessions and Congressmen Louis Gohmert and Steve King were interviewed.  I am proud to also appear in this film that is entitled,  “The Border States of America.”  The subtitle of this film makes the importance and relevance of the immigration crisis clear to all Americans:  “Every State is Now a Border State.”  I am also proud to have been interviewed with for this important film.

One of the issues I raised in that article was how Chuck Schumer, one of the “Eight Gangsters” who concocted “Comprehensive Immigration Reform” legislation (S 744) had recently stood before the television cameras and forest of radio and TV microphones and railed about how there had been a series of trespassers who took down the American flags on the Brooklyn Bridge, hung a Palestinian flag on the Manhattan bridge and carried out a base jump from the World Trade Center.  Schumer declared that the way to deter trespassing is to increase the maximum punishment for the crime of trespassing from the current one year in prison to a maximum of five years in prison.  He said that if trespassers were arrested they should face the maximum penalty because trespassing poses a threat to public safety.
As I noted in my article, Schumer, and former Mayor Bloomberg who also demanded that trespassers who trespassed into public housing projects be prosecuted to deter that crime, both demonstrated an acute lack of mouth/ear coordination.  Their own ears cannot hear what comes out of their won mouths!  They are not stupid but apparently expect Americans to be stupid!  The solution to aliens who trespass on the United States is to deter that form of trespassing the very same way- arrest those who violate the laws and punish them!  This is not hard to figure out- the issue is that these “leaders” don’t want to stop illegal immigration but make remove the distinction between legal immigration as compared with legal immigration!

I addressed the many components of the dysfunctional immigration system that go well beyond the obvious failure of the administration to secure the border that is supposed to separate the United States from Mexico in my article for the David Horowitz Freedom Center’s FrontPage Magazine:

The importance of our borders and our immigration laws cannot be overemphasized.  In the war on terror and transnational gangs, they are our first line of defense and our last line of defense against international terrorists and transnational criminals.  They are equally important to American workers who are facing unfair competition from foreign workers, aided and abetted by the administration and advocates for “Sanctuary Cities” and Comprehensive Immigration Reform.  

The starting point for any conversation or legislation concerning immigration must be the findings and recommendations of the 9/11 Commission which determined that a lack of border security, including the visa process. and fraud in the immigration benefits program enabled terrorists to enter and embed themselves in the United States, as they went about their deadly preparations.


In his historic speech before the 3rd Army on May 31, 1944, General George S. Patton said, on the strategy of holding a position:

We’re not holding anything, we’ll let the Hun do that. We are advancing constantly, and we’re not interested in holding onto anything except the enemy.”

Pushing back against Comprehensive Immigration Reform is the same as holding position. The time has come for us to advance by demanding that our borders be made truly secure and our immigration laws be effectively administered and enforced.

Comprehensive Immigration Reform violates all of the findings and recommendations of the 9/11 Commission but no one is willing to even consider how the lack of real border security and the lack of real integrity to the various components of the immigration system imperil national security and public safety.

Immigration is not a single issue but a singular issue that impacts nearly every challenge and threat confronting the United States today!  Simply stated, the immigration laws were enacted to save lives and protect the jobs of American workers.

It is not “Anti-Immigrant” to be “Pro-American!”

Our armed forces are charged with securing America’s borders externally while the DHS is supposed to secure those same borders from within.  The failures of the DHS to live up to its half of the equation are undermining the efforts, valor and incredible sacrifices of Americas men and women who serve in our military!

If our government’s failures to protect American jobs by securing our nation’s borders and effectively enforcing our immigration laws concerns you or especially if it angers you, I ask you to call your Senators and Congressional “Representative. This is not only your right- it is your obligation! 

All I ask is that you make it clear to our politicians that we are not as dumb as they hope we are!

We live in a perilous world and in a perilous era. The survival of our nation and the lives of our citizens hang in the balance.

This is neither a Conservative issue, nor is it a Liberal issue- simply stated, this is most certainly an AMERICAN issue!

You are either part of the solution or you are a part of the problem!

Democracy is not a spectator sport!

On January 23, 2015 FrontPage Magazine published my article, “Sleeper Cells: The Immigration Component of the Threat.” My focus was on the nexus between failures of the immigration system that can enable aliens engaged in terrorism to enter the United States and embed themselves as they await instructions. Such individuals are referred to as “Sleeper Agents.”

Incredibly, in an apparent effort to distract attention from the nexus between failures of the immigration system and the threats that these failures pose to national security and public safety, sleeper agents are increasingly deceptively being referred to as “home grown” by journalists and politicians.

Metaphorically, the ink on my article had barely dried when, on January 29, 2015, the FBI issued a press release entitled, Naturalized U.S. Citizen Born in Somalia Added to FBI List.

Here are three brief paragraphs from that FBI press release:

Liban Haji Mohamed, a naturalized U.S. citizen born in Somalia, has been named to the FBI’s list of Most Wanted Terrorists, and a reward of up to $50,000 is being offered for information leading to his arrest and conviction. Mohamed is charged with providing material support and resources to al Qaeda and al Shabaab, a Somali-based terrorist organization.

Traveling with his U.S. passport, Mohamed is thought to have left the United States on or about July 5, 2012. Before his departure, the 29-year-old lived in the Northern Virginia suburbs of Washington, D.C. where he worked as a cab driver.

It is important for us to locate Mohamed because he has knowledge of the Washington, D.C. area’s infrastructure such as shopping areas, Metro, airports, and government buildings. This makes him an asset to his terrorist associates who might plot attacks on U.S. soil.

Here are the salient issues in the case of this alleged terrorist. He is traveling on a U.S. passport he became eligible for when he became a naturalized United States citizen. The key issue is how thoroughly his and his family’s applications for visas and subsequently for citizenship were vetted.

Somalia is a country well-known for its involvement with al-Qaeda, al Shabaab and other such terrorist organizations. Therefore citizens of Somalia, as well as citizens of other nations known for involvement with terrorist organizations should be carefully screened. Fraud in such applications was identified by the 9/11 Commission as a key tactic use by terrorists to enter and embed in the United States and have been used by dozens of other terrorists.

I have provided testimony at state legislative hearings as well as at Congressional hearings about the nexus between immigration, identity documents, driver’s licenses and terrorism. The case in question provides a clear insght into how all of these issues are inextricably intertwined.

The press release at issue also touches on another issue but does not completely close the circle. Mohamed has been identified as being a recruiter for al Shabaab. Here is a relevant paragraph:

“While living in Northern Virginia, Mohamed was a recruiter and radicalizer for al Shabaab, which historically has targeted Westerners to go to Somalia and fight for them.” . . .“Not only did Mohamed choose to go to Somalia and fight with al Shabaab, he took a prominent role in trying to recruit people and have them train with weapons.”

The fact that Mohamed drove a cab made it easy for him to conduct clandestine meetings without calling attention to those meetings. When an individual who is under investigation travels from his home to a location where he(she) meets another person, it is obvious that a meeting is being conducted. However, when a passenger gets into a cab, airport van, or other such public conveyance it is impossible to determine if the person who boards that vehicle is simply a passenger or a person who, by previous arrangement, is conducting a covert meeting with the driver.

Furthermore, cabs, courier vans, school buses, ice cream trucks, and other such ubiquitous commercial vehicles provide an individual possessing malevolent intentions with the ability to unobtrusively conduct surveillance of potential targets.

Consider the case of Mir Amal Kansi, a citizen of Pakistan who, on January 25, 1993 stood outside the gates of the CIA Headquarters in Langley, Virginia with an AK-47, opened fire and shot 5 CIA employees. Two of those he shot died while the other three, although wounded, survived.

On June 18, 1997 the New York Times article, “U.S. Seizes the Lone Suspect In Killing of 2 C.I.A. Officers” reported on Kansi’s capture and fleshed out the salient details of the case.

Here are two excerpted paragraphs from that report:

He (Kansi) applied for political asylum — the process was never completed — and moved to a friend’s apartment in Reston. After working at a string of menial jobs, he was hired in mid-1992 at a courier service that had the necessary security clearances to make deliveries to the intelligence agency.

By late 1992, Federal investigators believe, the suspect had resolved to make a violent statement against the United States. They know that he bought an AK-47 rifle from a gun shop in Chantilly, VA., in January 1993. They interviewed his roommate, Zahed Ahmad Mir, who they said told them that Mr. Kansi wanted to use that rifle to attack a symbol of the United States — the White House or the C.I.A.

Whether Kansi was acting independently and was self-motivate or acting on orders from others, the bottom line is that he carried out a deadly terror attack inside the United States and Americans died.

For a terrorist, a driver’s license can be tantamount to a “license to kill.”

There have been other examples of terrorists and criminals who have been able to game the visa process and the program by which applications for immigration benefits in order to defraud those systems and gain entry into the United States and/or embed themselves in communities across the country.

The Fall 2013 edition of the quarterly journal, “The Social Contract” contained my article, “Political Asylum: Where Compassion and National Security Intersect.”

When politicians invoke the term “compassion” in discussing immigration, the time has long come for concerns about compassion to apply to Americans before it applies to anyone else, from anywhere else.
